Note

  1. The Building Engineering Services Competence Accreditation Limited changed its registered company name to the Building Engineering Services Competence Assessment Limited on 1 November 2011. The company number is unchanged. The change does not affect the scheme's authorisation as a competent person scheme or the self-certification of work carried out by members of the scheme. References to the scheme in Schedule 3 of the Building Regulations 2010 (as amended) will be amended at the earliest opportunity to reflect the change of name.

Authorised schemes by types of building work

Competent person schemes are authorised for particular types of building work. The types of work and the schemes authorised for those types of work are listed below.

Air-Pressure testing of buildings

Authorised scheme: BINDT.

BINDT operate their scheme as follows:

  • individuals belonging to the BINDT L1A Dwelling Air Tightness part of the scheme can carry out tests only on dwellings
  • organisations which are members of the Air Tightness Testing and Measurement Association (ATTMA) and belonging to the BINDT L2A part of the scheme can carry out testing on any type of building.

Cavity wall insulation in an existing building

Authorised scheme:  CIGA.

Combustion appliances

(a) Gas

Approved scheme: Gas Safe Register (GSR)

(b) Oil (including liquid biofuels)

Installation of:

  • an oil-fired combustion appliance or
  • oil storage tanks and the pipes connecting them to combustion appliances.

Authorised schemes: APHC (but not for appliances over 100 kilowatts output or in buildings of more than three storeys), Benchmark, BESCA, ELECSA, HETAS, NAPIT, NICEIC, OFTEC.

(c)  Solid fuel (including biomass)

Authorised schemes: APHC (but not for appliances over 100 kilowatts output or in buildings of more than three storeys), Benchmark, BESCA, ELECSA, HETAS, NAPIT, NICEIC.

Electrical installations

(a) In dwellings

(i) Full competence schemes covering any electrical installation work in a dwelling, including lighting systems

Authorised schemes: Benchmark, BESCA, BSI, ELECSA, NAPIT, NICEIC, OFTEC, STROMA.

(ii) Defined competence schemes

These schemes are designed primarily for those who do electrical installation work as an adjunct to or in connection with their primary work activities - for example, in connection with gas installations kitchen or bathroom fitting, or fire alarm or security system installations.

Authorised schemes: APHC, Benchmark, BESCA, ELECSA, NAPIT, NICEIC, OFTEC, STROMA.

(b) In buildings other than dwellings

(i) Lighting systems

Authorised schemes:  BESCA, ELECSA, NAPIT, NICEIC, STROMA.

Heating and hot water systems

(a) Connected to a heat-producing gas appliance

Authorised schemes: APHC, Benchmark, BESCA, ELECSA, GSR, HETAS, NAPIT, NICEIC, OFTEC, STROMA.

(b) Connected to an oil-fired combustion appliance

Authorised schemes: APHC, Benchmark, BESCA, ELECSA, HETAS, NAPIT, NICEIC, OFTEC, STROMA.

(c) Connected to a solid fuel appliance

Authorised schemes: APHC, Benchmark, BESCA, ELECSA, HETAS, NAPIT, NICEIC, OFTEC, STROMA.

(d) Connected to an electric heat source

Authorised schemes:  APHC, Benchmark, BESCA, ELECSA, HETAS, NAPIT, NICEIC, OFTEC, STROMA.

(e) Electric heating system in dwellings

Authorised schemes: Benchmark, BESCA, BSI, ELECSA, NAPIT, NICEIC, OFTEC, STROMA.

(f) Electric heating system in buildings other than dwellings

Authorised schemes: BESCA, ELECSA, NAPIT, NICEIC, STROMA.

Mechnical ventilation and air-conditioning systems

(a) In dwellings (not involving work on systems shared with other dwellings)

Authorised schemes: Benchmark, BESCA, NAPIT, NICEIC.

(b) In buildings other than dwellings (not involving work on a system shared with parts of the building occupied separately)

Authorised schemes: Benchmark, BESCA, NICEIC.

Plumbing and water supply systems

(a) Wholesome and softened wholesome water supply

Authorised schemes: APHC, Benchmark, BESCA, NAPIT, NICEIC.

(b) Non-wholesome water supply to a sanitary convenience with a flushing mechanism (not involving work on shared or underground drainage)

Authorised schemes: APHC, Benchmark, BESCA, NAPIT, NICEIC.

(c) Sanitary Conveniences, sinks, washbasins, fixed baths, showers, or bathrooms in dwellings (Not involving work on shared or underground drainage)

Authorised schemes: APHC, Benchmark, BESCA, NAPIT, NICEIC.

Replacement windows, doors, roof windows or rooflights

(a) In existing dwellings 

Authorised schemes:  BM TRADA, BSI, CERTASS, FENSA, Network VEKA.

(b) In existing buildings other than dwellings (excluding replacement of load bearing structural glass, glazed curtain walling or revolving door

Authorised schemes: BM TRADA, FENSA.

Replacement of roof coverings on pitched and flat roofs and any necessary connected work (not including the installation of solar panels)

Authorised schemes: NFRC.

  • The NFRC scheme operates under the name "CompetentRoofer". A trade member of NFRC is not necessarily also a member of NFRC's CompetentRoofer scheme. Registration with CompetentRoofer depends on demonstrating the necessary competences to comply with all relevant requirements of the Building Regulations. Please check with the NFRC if necessary to ascertain if a NFRC member is also a member of CompetentRoofer.
