The New Dimension Programme, as a collaboration between Communities and Local Government (CLG) and the Fire and Rescue Service (FRS), has invested over £300m in enhancing the ability of the FRS to respond to major disruptive events, whatever their cause, involving chemicals, biological radiological and nuclear (CBRN) materials, collapsed or unstable structures, and to displace large volumes of water.
The final operational capability to be put in place is the enhanced command support (ECS) capability, which will be able to provide support to an incident commander during a serious emergency. National guidance has been drawn up outlining the operating procedures for the interim ECS capability. This will remain in place until the ECS capability is fully operational, expected by the end of this year.
