Summary
This report on the evaluation of competent person self-certification schemes covers the period 6 April 2006 to 31 March 2009. Some of the recommendations suggested in this report may already have been applied by the scheme operators prior to publication.
The overall aims of this evaluation were to provide:
- evidence regarding whether the competent person schemes have successfully enabled extension of Building Regulations to new areas outside of the local authority and Approved Inspector framework
- advice on how to further develop the schemes, including boosting registered membership and compliance with technical and procedural aspects of Building Regulations
- lessons learnt from comparing schemes that can be shared with each scheme operator to help them further develop their schemes
- an independent report for submission to the Building Regulations Advisory Committee (BRAC) and ministers on the operation and success of the schemes.
The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of the Department for Communities and Local Government.
