This report examines compliance with the Building Regulations, the operation of the schemes and identifies the lessons to be learned.
It provides recommendations for further work to capitalise on opportunities and address issues and indicates the potential way forward for the schemes in the future.
The report covers the period from 1 April 2005 to 30 September 2006.
The Government introduced Part P on 1 January 2005 to help reduce the number of deaths, injuries and fires caused by faulty fixed electrical installations. Part P requires that all installations should be carried out to the safety standards in BS 7671 (the 'wiring regulations'). It also requires that where there is a significant risk, the work should be checked to make sure it meets those standards.
On 1 January 2005 ten competent person self-certification schemes came into operation to cover Part P electrical safety.
This report has been prepared by Science Applications International Corporation (SAIC) at the request of Communities and Local Government.
The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of the Department for Communities and Local Government.
