In July 2008 the Department launched a public consultation on its proposed changes to Planning Policy Statement 6: Planning for Town Centres (PPS6). This put forward a new way to assess the potential impact of out-of-centre development proposals, and replacement of the 'need' test with an impact test. Consultation ended in October 2008.
