Summary

The objective of the project was to explore the implementation of Part L of the Building Regulations for England and Wales following the 2006 revisions to Part L of the Building Regulations for England and Wales contained some of the most far reaching changes to energy efficiency regulation since its formulation in 1976.

Since the introduction of the changes, a growing body of evidence has emerged that the energy performance standards set out in the Regulations are not being achieved in practice. It is important that there is a clear understanding of how the regulations are being interpreted and put into practice by developers, their professional advisors and building control bodies.

The project focused on the:

  • interpretation of the regulations and associated guidance
  • practical steps taken to ensure that the intent of the regulations is achieved
  • areas of uncertainty that exist and how these are dealt with barriers to effective implementation
  • coordination of the different professionals involved in the process
  • extent to which the structure of regulations and guidance needs to change for the energy performance achieved to match the regulatory intention.
