London
London is one of nine regions to qualify for Competitiveness and Employment funding.
Under the 2007-13 programme, the region can receive €181.9m of European Regional Development Fund (ERDF) investment to promote sustainable growth and help 15,500 businesses to grow and create 4,400 jobs.
Priorities
The London Operational Programme Document outlines the investment priorities for the region. It focuses on three main priorities:

Priority 1 - Business innovation and research and promoting eco-efficiency
The objective of this priority is to improve London's innovation capacity by encouraging adaptation of innovation processes, including development of new products, processes and services leading to increased growth, competitiveness and improved environmental performance in small and medium-sized enterprises. The programme will also assist London's businesses to make the most of London's diverse knowledge base in order to create new commercial opportunities and effectively exploit new ideas.

Priority 2 - Access to new markets and access to finance
The activities under this priority will focus on the strategic barriers to growth faced by small and medium-sized enterprises and entrepreneurs in raising start-up and development finance and in understanding and accessing new market opportunities, especially international markets. The programme will draw upon experience gained in previous projects and London's strong links to high growth areas such as China, India and Russia, to support export development, procurement development and accessing high value supply chains.

Priority 3 - Sustainable places for business
This priority will provide high quality business premises for small and medium-sized enterprises which incorporate high environmental specifications, thereby creating high quality environments for businesses that are serviced by renewable and co-generated decentralised energy systems and innovative waste management and water resource support systems. Innovative and emerging environmental technologies will be promoted through pilot and demonstration projects.

Greater London Authority
The 2007-13 London ERDF programme is administered by the European Programmes Management Unit (EPMU) on behalf of the Department for Communities and Local Government. Based within the structures of the Greater London Authority (GLA), EPMU undertakes the overall programme management, project appraisal, payment and monitoring roles. EPMU also acts as secretariat for the Local Management Committee (LMC), which is the regional partnership body responsible for overseeing the programme and approving the criteria for selecting the projects financed under the programme.
The Mayor of London delegates the person chairing the LMC and is responsible for the programme strategy, approving recommendations for awarding funding. The GLA supports the Mayor in undertaking this strategic and leadership role.
