Local Management

In the Northwest, the Department for Communities and Local Government (DCLG) and its local delivery team is responsible for managing the ERDF programme, which is known as the Northwest Operational Programme (NWOP).

The local team allocates NWOP funding through a single appraisal process to different Action Areas within its four Priority Areas.

Local Management Committee

A Local Management Committee (LMC) has been formed to monitor, oversee and advise on the delivery of NWOP. The role and function of the LMC is laid down by European Union legislation.

The LMC is responsible for:

  • setting the direction for NWOP
  • driving NWOP forward
  • ensuring NWOP meets agreed objectives and targets
  • overseeing the strategic review of NWOP.

The LMC comprises senior representatives from across the region, from: the DCLG; 4NW; Sub-Regional Partnerships; local authorities; higher education; trade unions; and from the private and voluntary sectors.

The LMC is assisted by two sub-committees:

  • the Performance and Monitoring Sub-Committee
  • the Merseyside Phasing In Sub-Committee.

The Performance and Monitoring Sub-Committee assists the LMC in its duties in reviewing the Programme in more detail.

The Merseyside Phasing In Sub-Committee provides the LMC with further resources and informed comments to focus on Merseyside during its transitional 'phasing in' status.
